Charlie,
It's really quite simple; see The Fishy 1 has just about completed the
$6 million boardwalk, he's leased 80% of the pavilions space
(apparently without those pesky building permits, inspectors or
starting some silly clock), he got a super deal on light fixtures from
Moe's Discount Highway Lighting store and in the ecological spirit of
George W. Bush, recycled those perfectly adequate benches (circa 1982)
from the old nasty boardwalk.  

For good measure he's also nearly completed the restoration of BOTH
the Casino and Convention Hall; I think the paint will be dry by the
weekend.  So welcome to SOHO meets South Beach a year ahead of schedule.  

Screw the election; we've clearly got all that we deserve.
