Let's say you've got two politicians, John Lapdog who manages to raise 
$12,000+ in the current election from persons, lawyers and master developers 
(the last two aren't really people) and their families to insure continuity 
of a council that sees, hears and speaks no evil, of a deal that robs the 
community; the other, John Homey can't raise squat, cause he feels the 
developers plan is injurious to the community.



John H. has the misfortune to accept 400 square feet of paving, worth 
perhaps $1000, but through prosecutorial slight of hand $5,000, and is 
arrested by the FBI.  John L. has the good fortune to not accept paving, or 
not be caught, but accepts the $12,000.  Depending on how dumb you are, and 
whether you live in New Jersey, the former is criminal; the latter is called 
'pay to play'.  Strange place New Jersey.
