Well you're right that if schools were funded through regular revenues like sales taxes, the abatements would have no effect. However, you still have the problem of how to divvy up the pie among school districts in the state. I am unsure if the abatements specifically exempt the condos from school and county taxes per se, or if that is just the work around arrangment for the city not lose anything.
