Here's another reference

f. Vacate and deed to Master Developer or, at its direction, to a
Subsequent Developer certain vacated public streets, at no cost,
pursuant to the Redevelopment Plan."
What about the tax payers? The deal was made with serious financial
problems in the City. We continue to have a huge problem (now bonding
the sewer plant).
Is it any wonder? The City was given away instead of leveraging assets
and considering the taxpayers.
