Well that was my original feeling and thus, I think supports the issue that ordinances and such need to have some pre-exposure before being 1) discussed, and certainly 2) voted on. Having this exposure permits citizens to question and ask for further information (perhaps in accordance with JK's prior post) and the information given and if need be the department head then asked to appear at the council meeting to provide answers. Tom's concern is that citizens might have questions unrelated to the issues at a particular meeting. Theoretically, any citizens can call up a department head at any time and ask questions. In the best of worlds, this would be handled like a private business (citizens should be treated as customers) with a central point to handle calls and point them in the right direction and with a record of the call and a follow up to see if the problem was resolved. This is the only way to see what the effectiveness of the system is and should be directly related to the dept heads' review. Yahoo!
