- Violation of adopted 1991 redev plan
- Eminent domain without current blight study
- 'Master Developer' has no development credentials
- Violation of public trust - Bradley Deed covenents
- Sale of city property without appraisals
- Social justice issues - inequity to existing community
- Failure to engage in open public bidding
- Violation of State/National historic preservation standards
