Dan I urge you to rethink your position of accepting the City's story that "the wrong plan was submitted"
As I wrote earlier, There is no evidence to that effect, to the contrary the preponderence of the evidence is that the correct plan was submitted and that this is a flim-flam being perpetrated on the public to benefit the developer.
