Does the city really want those dumps back. They are the way they are 
because the city couldn't maintain them. Do you really want to make 
that kind of investmest.If you take them back the rest of the city 
will suffer because all of your resources will go to that. Plus 
insurance, and lost taxes. It not that easy.
