And why would the State not release them? There is nothing stopping 
them? Have they been applied for by Metro? They know that when they do 
apply or when the state issues them a law suit is likely that the WRP 
doesn't permit its rebuilding. If you understand the nuances it is all 
triggered by the demolition of the structure because that is what is at 
issue whatever 2002 WRP you use. If Metro, the City and Aaron are wrong 
then demolition of the C-8 marks the point of no return. The lower 
height limits prevail. If your source is from the city what reliance 
can you put on that? They haven't clue.
