I ride a bike too but at this point you are just nuts. So this raised path it will run under or over the Casino and C Hall. This sounds like a great use of taxpayer money.
Cars and bikes don't mix well and either do bikes and people. The boardwalk is made for people. So if you are going to fight, it should be for bike lanes on the streets.
Personally as a bike rider, I think the city is being too nice by extending riding times.
More attention has been given to this subject then crime / drugs.
