What you said was almost 100% correct!  Except that they're doing a 2002 100% "Greed Based" "Turn the City from Multi-Cultural back to mostly White" and in the process, knock everything old down and build new Ratables. the 1980's plan was BETTER than this one!

I didn't hear you mention Affordable Housing for CURRENT residents, though .... I guess you're even too scared to tackle that reality which should be included. Today it's referred to as "Workforce Housing" which is very accurate, because without it, you LOSE your Workforce! Furthermore, virtually ALL really modern Redevelopments, like in California, include a Workforce Housing  factor built into the Redevelopment now ........ Which is usually 15-25% of the total housing. The  housing is written in as an Ordinance by the City out there. WE are behind here in that.

 I'd settle for them building the "Entertainment District", fixing up the Casino & Convention Hall, doing the Pavilions with Tourist stuff, not (National) Stores, and leaving the Pat Fasano's alone to save things like the Baronet & Fast Lane, etc. ......... Along with Workforce Housing (Could be on the West Side, of course)!
