You're way off the mark on that. The curren Plan is a mirror image of the first 
1984 plan.  
Redevelopment philosophy of that time was based upon the land clearance and 
residential 
model of the 1970s. Knock it down and build housing.

By 2002, redevelopment practices had evolved into a preservation and 
rehabilitation 
model due to the failures of previous practices. The current Plan is an 
implimentation of 
the 1984 plan. Not a good thing since it ignores the lessons learned over the 
decades.

No mention because 75% or more of Asbury Park is already housing for current 
residents. 
That's why I have always said commercial development should be the focus, with 
it's 
associated long term job creation.
