Oh Grand Poobah how about this quote from the same article:

"Rodgers said poverty is a substantial factor behind formation of 
gangs and their activity."

That's Lt. Col. Rodgers of NJSP.

No one, not even this town's favorite punching bag, suggested that 
crime fighting is not part of the equation. What was said (as if you 
forgot) was that the roots are not just criminal. The roots are not 
just criminal. I think Lt. Col. Rodgers statement above is an 
admission of that fact. Poverty and other social problems lay a 
breeding ground where gang and other criminal activity can take root. 
The article agrees with you and Keady, but more with Keady.

We can lock them up but we can't lock up everyone. Just as with 
international terrorism there must be an immediate police response, 
but if there is any long-term solution, it must lie in trying to cure 
or mitigate the circumstances which allow it to flourish.
