The police shouldn't need to witness it, if they happen to and take 
action, great!  I am sure that even though cleaning up transient trash 
from your property is a pain, I bet that you do it.  The property 
owners should be accountable for keeping their property clean and 
should be reportable and fineable if they fail to do so.  We have a law 
in my town, people report and people are fined - it works.

I commented along with my AP pictures with regard to how many 
returnable cans and bottles litter the streets and then I read about 
poverty in Asbury Park.  I concede that there is poverty all across our 
country, but I would hazard to guess that if I dropped a nickle on 
Ocean Avenue, someone would pick it up before they would pick up it's 
aluminum or plastic monetary equivalent right next to it.

I am not criticizing, just "thinking out loud".
