What you state sounds like a contract. All information to date is there
is no contract. Do you have any info to the contrary? Perhaps
contingences (such as I laid out - Partners fulfilling its DRA
obligations) were laid out by MM which when fulfilled, MM said it would
sign a contract. But as you know, unless that is in writing, it's worth
nothing. My source may be right and MM is rethinking the situation of
even being involved in a project with Partners. Maybe the contingencies
are the same as I have laid out - MM saying to Partners " do what you
are supposed to do and then we'll see"
