If the is the case they must be concerned to have a hotel that would compete 
with the Berk.  Remember they thought they would own it.

I have been out of touch so I don;t know if they have signed yet or 
not. I would expect a big announcement as well. After the last 
council meeting bruno told me that mm told him they wouldn't sign 
with Partners until the city agreed to some changes in the plan (that 
was new to me). The changes included allowing a higher height limit 
for a proposed hotel (I assume by the Casino). Bruno intimated that 
MM said 8 stories won't cut it.

Assuming this is true, all I can say is that if the city took as 
tough a stance with Partners over the past 4-5 years as it appears it 
is with mm, maybe we would be a little farther along or not in this 
mess at all.
