The limited hours for bike riding were fine, however, it should have been allowed after 6 pm as well. What the real problem was that they no longer allowed him to rent his surries. Those can't go fast and they should have been allowed at all times, perhaps in a special lane. Had he hung out, AND had a bike lane been put on Ocean, it would have been amenable.
