That was accounted for in the plan, but not the plan. It certainly was not the plan to have nothing done for as long as it has (on the waterfront). This city is once again held hostage, however, counting 25 years left in the plan, maybe a bit longer than the bankruptcy court. MM means well but they still do not have a plan.
