Thats just not the case, The streetscape, fixtures, lamp poles,
benches,trash cans, etc will all belong to the City. They were
selected BY the City. There is nothing in the contracts ohter then
the Partners being responsible for creating it.
Is it a surprize that the Council has no idea what they agreed to.
