Its gotten to the point that landscaping lumber and flower beds are 
being placed along the curb.

Is some cases a passenger can not even open the door to get out. Or if 
they can they step into a flower bed or pile of rocks.

Oh, the argument is "it looks nice" or "they're spending money"

As I said - Out of control.
