I don't put the blame on Asbury Partners for the crime; I do wonder
why it didn't seem to be that important to them. That's just the way
it looked to me over the past several years.

Mark has been effectively running the pd for a long while despite not
having the title of chief. he has been doing good work all along. I
don't credit the crack down to MM. In the same vein, none of the blame
goes to Partners for crime. The are to blame for what they failed to
do (much). Ultimately, the buck stops at City Hall. It is the elected
officials who have the responsibility. No one else.
