But you seem to have the same problem with not answering the question 
asked. I'm asking what the public expects from their insurance.
Thanks for the advice, but I didn't ask for it.
Also, since you've made the suggestion, the city has no liability, so 
it would make no sense to go to court against city hall.
And, contractors who don't care about their reputations are usually 
very cautious about their assets not being linked to their businesses. 
So a court judgment most likely would do little or nothing to provide 
compensation.
