Theres no reason to judge the arrival of these planters just yet. By 
the looks of how big they are (from the picture they appear to be 
concrete or stone), those are expensive (which means quality) 
planters.  They'll be there for the long haul.  MM is supposed to be 
investing hundreds of millions in the boardwalk so this is a good sign 
that they arent going to be cutting corners.  It may just be that 
they've ordered many materials or are planning to do alot more and the 
planters arrived earlier than anything else.  The park layout may still 
be in the design phase and you cant plant too many flowers in the fall 
anyway.  If months pass and summer comes, and everything looks the same 
and no other improvements are being made, then it would be reasonable 
to turn around and say what a waste of money those planters were.  
Anyway, redoing the landscaping for Bradley Park would only take a few 
weeks at most.  Theres no heavy duty construction to take place, its 
basically just moving dirt.  Putting those planters in now is better 
than having nothing done. This is just one step in the right direction. 
Remember, Rome wasnt built in a day.
