It's a national problem.  This from Virginia, but could be anywhere.

a lack of confidence that public schools provide the best education possible 
for  our children. With that in mind, it is easy to appreciate the allure of  
alternate forms of public education — whether private schools, vouchers or  
charter schools.

"However, regardless of the funding formula established  for a charter 
school, it will have a disproportionate negative impact on the  public 
education 
budget. Any lessening in the budget will have a serious impact  on the delivery 
of educational services.

"Because the majority of charter  schools do not serve students with 
significant mental, emotional or physical  challenges, the percentage of 
students with 
those needs would increase in the  public schools. Depending upon the 
demographics of the area, charter schools  would selectively remove more 
academically 
oriented students and students with  actively involved parents. 
"In the event charter schools are widely established, the reality is that  
without additional funding the public school system will suffer. Charter 
schools 
 will cost the taxpayer more money to maintain even the current standard of  
educational services in the public schools.
