In NYC you cannot - $3,000 fine. My neighbor of 20+ years just moved.
A real tree nut. The new kids that bought the house just spent
thousands taking dow trees in the yard.
Anyway, a few years ago the neighbor across the street trimmed the
branch of a street tree that extend over to his property and was
banging into the awning over his door. She took a picture of him and
called the cops. $3K fine.
