I would've never thought about this until i got an iPhone. It's probably the 
most amazing 
device i've ever played with. I love it. But, I don't seem to get 3G very well 
in AP. It's  kinda 
intermittent. But, if I was at the beach with WIFI, no problem.
I truly have the feeling that people would love this, and it would be a great 
selling point. 
No other beach or boardwalk is doing this that I know of.
