....and if the city can't figure out how to caluate property tax on 
MM's paved parking lots (a commercial business, not raw land), don't 
forget to add a parking tax or flat tax based on number of spaces 
something like number of spaces x number of expected days x a $ amount

 use 500 spaces:

500x200x1.00 = $100,000 in a flat rate parking tax.

Lots of real cities charge from 7-50% to commercial lots in taxes.

Use 10% of projected revenues and 500 spaces, assume they get $5.00 
per car, once per day and we'll stick with 200 days.

500 cars x 200 days  = 100,000 car days.

100,000 cars @ $5.00 = $500,000

10% tax of $500,000 = $50,000 grand in taxes.

Just play with the numbers and implement a city wide tax to all 
commercial parking lots and garages.

And raise the hourly to $1.00 hr.
