I might sound like werner here.

The containers are not buildings. They are shipping containers, 
modified. I would guess it has to do with their "temporary" status 
granted to them being placed on Green Acres which in itself probably 
has some rules and regs that should be read along with Cafra regs. 
The concrete pads probably violate it.

Why Cape May. Think beyond....

Save gas and go to Ocean Grove. nicer. Nicer boardwalk and it's right 
next door to AP.
