Bradley may not, in his heart, have believed that one race was inherently superior to another. He did, however, market his new city as a Christian retreat while (along with his hotel guests) openly flouting the most basic directives of that religion's spiritual forbear. In so doing, he only added another layer of hypocrisy to that which already existed in his denial of equal rights to those upon whose labor the prosperity of his city relied. None of this changes the fact that he laid out a mean street plan and funded some very progressive feats of municipal engineering. Those accomplishments should never be minimized or forgotten. But just as the sewage system, flared streets and boardwalk are a part of the man's legacy, so to is the degree to which the last line of the above Times article proved wrong.
