If you believe that to be true, then yes. There is no source that we
can identify that says it is true.
Since you brought it up, Obama twice asked the UN Security Council to
sanction Russia.
Since he did it twice, that too is not a slip of the tongue.
It does mean that he knows not even the most basic tenant of UN policy.
