a) The state auditor's report, which covers the period July 2009 to December 
2010, ........ The Asbury Park School District continues to have the highest 
per-pupil expenditures among the 31 districts formerly known as the Abbotts. In 
2009-10, the cost per pupil was $26,782. 

b)The estimated cost in 2010-11 was lower, but still about $5,600 higher than 
the 2009-10 Abbott district average.

c) While enrollment was declining nearly 40 percent over the last decade, costs 
were climbing, in no small measure because staffing was reduced only 13 
percent. 

d)Asbury Park's student-to-teacher ratio was 8.7 students to 1 teacher — the 
second-lowest ratio among the Abbott districts. The state average is 12.4 to 1. 


e)The district also is top-heavy with administrators — about double the state 
average for K-12 districts.
