That's good planning. That's what government is supposed to do - spend the entire budgeted amount.
Good thing someone didn't suggest the budget to try to win back the development rights be $400,000. Guess what would of happened. So in then end, the developer (IStar) gets to keep their rights to develop according to some plan that is being worked on and will probably be best for everyone - within reason. If they do work from west to east, even smarter. Why? They'll build the "lower entry" point units and create a demand for the gold views - the ocean. By time this happens, the economy will be - not much better, but there will be demand - ocean view rentals, sales, smart hotel rooms.
