Try downloading something like www.passmark.com Burn in Test. You probably have a heat problem / cpu fan problem / ram problem. Visual Studio in generally is pretty resource intensive, most likely it's using the box harder than other things you are doing.
You should also of course check the event log, make sure it's not blue screening and you not noticing, or those kind of things. A Celeron 1200 won't be particularly fast to code on, but it should work fine - Personally I'd recommend a gig or more of RAM for Visual Studio (Express or whole version). Get a gig in the new box, or if trying to spend as little as possible upgrade the existing box, but most likely the ram is costlier than ram in the new box.
