How about a members only system? A company has a problem with a person / company / card, report it to the system, company #2 gets a signup that matches an entry in the database and callback returns a alert flag so the second company can do manual authorization/activation...
That way the data would be protected, it's not publicly available lists, but you would need the info to match it...
