This is what Visa International is. Not Visa USA, which is a separate entity. Look it up. Realize that the international arms of credit card companies are actually separate corporations/organizations and are not owned by their US counterparts. For the most part, what you're suggesting is already in place.
Realistically, the problem is in international and maritime law, and there is no governing body. The WTO is trying to change this but the actual benefit of the WTO or globalization is up for debate.
