I've used OpenVPN ( http://openvpn.net/ ) and SJ Phone ( http://sjlabs.com/ ) with good results. The VPN allows me to use any SIP soft phone. It will also work with IAX clients. On SJ Phone, you'll need to manually select the VPN IP address after your tunnel opens. But, this isn't difficult.
You could also install OpenVPN on a Soekris box. If you're going that route, I'd recommend a Digium FXS card in the Soekris box rahter than a separate ATA.
