I'm not sure if you're askking about the amplitude of the _s/pdif
signal_, or the amplitude of the _audio information_ which is digitally
encoded therein. Are you clear on the difference? What are the symptoms
- is the audio quiet, or is there no audio at all?

The electrical amplitude of the s/pdif signal is 500 mV. If your DAC
requires more then it is out of spec.  Did you read somewhere that it
requires a "strong" signal? Because that doesn't make sense...  If it's
not working it could be any number of things - most likely
cabling/connectors, or an incorrect receiver circuit in the DAC
creating an impedance mismatch. 

If you're talking about the amplitude of the audio signal, then it is
digitally equal to what a CD player would output (when volume controls
are at maximum), which is to say -0dB. It's not really a meaningful
question.
