The transfer of data from PC to SB has nothing to do with the clocking
of the DAC!
There is no ASRC going on AFAIK. The SB always provides the clock.
The SB supplies data to the DAC/SPDIF via its internal buffer. The PC
sends data into the buffer. The buffer does what a buffer does -
isolates the sender (PC) in data and clock terms from the receiver
(DAC).

Or are you ONLY talking about Internet radio?
