You can and should probably use attenuators.

I use Rothwell passive inline attenuators in my Home cinema to level
out the disparate sensitivity among my different power amps, it's a
common problem there is to much gain everywhere.

Maybe thats the best thing two resistors per channel on the inside of
the headphone amp. Rothwell has -10dB and Golden jacks have -10 or
-14dB .
Other design may be switchable .

This will make it sound even better you increase the S/N ratio as the
Touchs volume will be higher and thus the signal farther from it's
noise floor, you will also use the DAC in it's more linear domain .

The Touch volume control is a 24bit digital volume so range should be
very good normally when lowering the volume sound level would be so low
that the potential lack of resolution will impossible to hear, but if
the following amp has very high gain as your headphone amps seems to
have you will "amplify" these imperfections out of proportion and
potetially hear them .
With a proper "gain structure" this will not be the case .

So by for example inserting a -10dB attenuator you are increasing the
system S/N ratio with 10dB !

Unfortunately the volume is active at both the digital out and the
analog out at the same time, so for digital out you naturally want to
keep the volume at 100%
But the Touch is made to a price point so this may be a compromise we
have to live with.
