Not sure about the TP but with many DACs there's actually a benefit to
running a few db below max digital volume. It allows rendering of inter
sample peaks >0db, when these occur, whilst upsampling. (Only some DACs
have this "DSP headroom" built in.)

Still, if you're permanently stuck on low digital volume because the
system has too much gain then that's bad. But I don't view a peak of
100% as best, I never go higher than 80% for example.
