I think that the 300 million is the equivalent to what we call in the U.S., "taxable value". If you'll remember, we were told several times during construction that we had gotten some very good deals due to careful selection of contractors, aggressive dealing, and just plain dumb luck. E.g., I was told that some specialized contractors gave us a deal at just over cost because at the time the contract was signed, they needed something to keep their workers busy.
