A work around could be to try toggling through the Insert plus S screen echo option. Try putting it to All and see if that helps you read the mail you are writing. This helped me on one PC where Jaws did not want to read some mails I was writing once.
You will probably have to toggle Insert plus S back to highlighted after you have finished using Outlook to write your mails.
