I believe its a myth.  If you can, go to traffic school (which you  
can only do once every 18 months in Cali) which will help keep the  
points and associated insurance hike off your record.  Some  
violations cannot be "fixed" with traffic school.

It's just another tired old internet urban myth.
Your MVR (motor vehicle report) points are assessed as soon as the 
violation is updated to your MVR. It has nothing to do with the payment. 
That is handled by the department of state/courts, which reports the 
violation(s) to the secretary of state/BMV, who assesses the MVR points.
Underpayment may result in additional penalties, but overpayment will 
only result in a slightly emptier wallet.
Your insurance company may never find out about the violation, as 
neither the court nor BMV report anything to the insurance companies and 
vice versa, as most are not in the habit of regularly ordering MVRs. 
Random maybe, but not regular, unless you have a colorful claim history 
or some other reason, such as an at-fault accident, prompts a household 
MVR review. It may be decades before an MVR is run (the longest span 
I've seen is 23 years). If they do discover it, they will assess any 
surcharges based on their own internal scale, which may or may not match 
the BMV's scale (i.e., 2 points for a 1-10 over speed), and it will be 
based on the MVR as of that day. 
The only sure-fire way to avoid this is not speed.

When I'm in the SUV on 280 and I look down at the "modded ricers" as they 
pass at high speeds the kids are usually text messaging and/or watching 
videos on a big LCD screen...

I've noticed a direct inverse correlation between exhaust pipe & wing size 
and driving skill (the guys with a rear wing bigger than the wing on a 
single engine plane and a one foot + exhaust pipe are ALWAYS bad drivers)...

Why anyone would have the money to buy a car, but not want to spend
the $25 for unlimited CarFax reports is beyond me.

That said, there are cases where CarFax will not let you buy reports -
you have used it previously in the last 12 months or ran too many
reports, etc. This has happened to me and to folks I know.

The last time I had a CarFax account (about 5 months ago) and did an
admittedly un-scientific comparison with Experian's
http://www.autocheck.com/ service. A subscriber to that service and I
exchanged VINs including some we knew were of totalled and rebuilt
cars and wrecked ones.  In every case except one, Experian had the
same or more info as CarFax including one truck that I KNOW was
salvage that CarFax said was clean. The one thing AutoCheck missed was
a minor incident in a car I used to own - CarFax had it, AutoCheck did
not. So the next time I am in the used car market, I think I will
spend my $25 with AutoCheck - you get 60 days (not 30) of unlimited
reports and hopefully none of the CarFax "treat you like a crook"
attitude you can get if you run too many reports or a variety of cars.

So if CarFax will not sell you a report, try AutoCheck. And by all
means, do the pre-purchase inspection you are planning.

Hello Dennis,

Thank you for the insight regarding the differences
between AutoCheck and CarFax.

I *never* put my faith in any type of vin check system
to report all accidents/flood/etc.  This is why I
firmly believe a pre-purchase inspection by
experienced folks is important.  In my case the
vehicle is not conveniently located for a personal
once over so another set of eyes is a must.

Harry White of First Class Automotive is a top class guy.  I highly 
recommend this shop.

I have no direct experience with The Car Shop, but if they're BIMRS 
members, they have to be serious about what they do.

Quite often here, the LEOs "hide" in plan sight. They are literally
sitting or standing on the side of road in plain sight for a mile or
more away. Yet "somehow" they are able to pull folks over and write
tickets. While I don't like going the limit, I can't muster any
sympathy for those caught in such an open "trap".

As you approach them it is like "look there is someone on the side of
the road way ahead". Then "it looks like they are standing there".
Then "it appears they are pointing something my way". Then "I think
that is a LEO". Then beep-beep-beep the V1 goes off. Shame of me if
they get me, since clearly I would have to be asleep at the wheel.

I would not call in on someone just for speeding, but for unsafe
driving otherwise I would. If you want to pass me going 90mph and you
do it properly go for it. But if you are weaving in and out of traffic
and causing other drivers to panic swerve and brake, then you have
crossed the line from speeding to really unsafe driving.

It is just that much worse when it is some big honking SUV or even a
semi, the person blowing by you in a sports car may not be a skilled
driver but at least their car could better handle driving at higher
speeds.

The other day my wife's '01 530i showed a brake light out.  I got a new bulb 
out of my stock and put it in, still didn't work.  I swapped sockets from 
side to side and the problem followed it, so I figured it wasthe socket and 
ordered a new one.  Came in today and I put it in, still no go.  I put 
another new bulb in, still nothing.  I swapped sides again and it follows 
the swap.  I put another new socket in just in case the first was defective, 
still doesn't work.  What gives?
