If people really are worried about 'underseeded' teams like Clapham2 and
Fire2 (I don't know if its that big a deal)

One solution could be to decide the seeding based on AVERAGE points per
tour, rather than total?

I know this might not be ideal, but its a thought, as it would correct if a
very good team missed one or 2 tours (see Little Sheff in the Mixed division
too - having missed MT1, they may be 'underseeded' going into mixed
nationals)
