If it was the average of points against (tours taken place (that year)), (rather
than points against (tours played in)) then teams would benefit from attending
more events.

This could also be used to effect with a team not attending an A-tour event, and
where they should play at the next event attended. If their points gained over 2
tours is better than a teams average over 3 tours, perhaps thay should have a
place..?! (possibly with a penalty-margin of 'x' points applied)

Team 'A' gains 110 and 130, points over tours - Average 120pts.
Team 'B' gains 200 points, then skips Tour 2 - Average 100pts.

Team A, although finishing well below team B in T1 still get the place...
(There's probably a whole host of reasons this wouldn't work, but it's my
tuppence!)
