Okay, I was finally able to duplicate this. The problem lays in 
the way that DBD::Pg is handling UTF-8. In the next version, 
this won't be a problem. However, for now, it looks like even 
setting pg_enable_utf8 is not going to work. I'll see if I can 
find another solution other than hacking your local DBD::Pg or 
waiting for a release.
