Just ran across this while building 4.99.12. It was easy enough to just
cpanm Encode::Locale, however, I did get one of the tests failed on it:
t/10-object-names.t .......... 12/20 Cannot decode string with wide
characters at /usr/lib/perl/5.10/Encode.pm line 174.

t/10-object-names.t .......... Dubious, test returned 255 (wstat 65280,
