"We believe regulators must leave VoIP alone," said Steve Davis, senior vice president of government affairs for Qwest, at the annual National Association of Telecommunications Directors conference. The technology is too different from traditional circuit-switched voice to warrant the same type of regulation, Davis said. For example, while carriers traditionally have charged differently for local and long-distance calls, "with VoIP, it's impossible to tell the distance," Davis said. And in a converged network that carries voice and data, packets are indistinguishable to network devices, he said. Robert Tanner, senior legal council to the FCC, said the agency is aware that VoIP is different from traditional voice and is trying to keep from going too far. Another concern about VoIP regulation is that it also could stifle competition by imposing fees that would drive up the cost of delivering service and undercut start-up carriers' business models, said Jill Broome, vice president of regulatory affairs for Cox Communications, which offers VoIP services on its cable networks. "No voice carrier should be put at a disadvantage because of the technology they use," she says. Jeffery Smith, a policy analyst for an organization that represents more than 400 rural phone companies, said regulation could slow availability of IP services to remote towns by making it unprofitable for service providers. Vint Cerf, senior vice president of technology strategy for MCI, said regulators should ask what public good they serve by regulating VoIP, which should be their only goal. "Voice is just one of a thousand things you can do with the Internet," Cerf says.
