Maybe I just don't understand the problem.

As far as I know mspec does output XML and a XSL stylesheet exists:
https://github.com/machine/machine.specifications/blob/master/Misc/CruiseControl.Net/MSpec-CCNet.xslt

Isn't that what you need?
