There's nothing wrong with this code as such; the real question is why
didn't "$CC -E" work like it's supposed to, and why did it end up falling back
on the last resort "/lib/cpp"?
The answer is at least partially in

... so, there was some kind of error from the half-built compiler and
configure figured that means it can't use "$CC -E" to preprocess. Which begs
the question "Why", because when I re-run the failing command manually, it
passes fine. Odd.
